First UAE Rhodes Scholar
In 2014, H.E. Shamma Al Mazrui made history as the first person from the United Arab Emirates to be selected for the Rhodes Scholarship — the world's oldest and most prestigious international scholarship programme. Founded in 1903 by Cecil Rhodes, the scholarship selects individuals who demonstrate exceptional intellect, character, leadership, and commitment to service.
Her selection marked a watershed moment not only for the UAE, but for the broader Gulf region, demonstrating that a new generation of Emirati leaders could compete — and excel — on the world's most demanding academic stages. The Rhodes Scholarship opened pathways that would take her from the lecture halls of Oxford directly to the Cabinet table of the UAE.

Education Governance Roles

Chair — Zayed University Board of Trustees (2023–Present)
Appointed in July 2023, H.E. Al Mazrui chairs the governing board of Zayed University — one of the UAE's premier public universities. She steers the institution's strategic direction, focusing on aligning the university's academic programmes with the UAE's Vision 2031, advancing research capabilities, fostering student innovation, and ensuring the university serves as a pipeline for future national leaders.
Member — Education, Human Development & Community Development Council
As a council member — and formerly as Secretary General — she played a critical role in integrating education policy with broader human development goals. The council oversees national education standards, workforce preparedness strategies, and lifelong learning initiatives that prepare the Emirati population for a post-oil, knowledge-driven economy.
President — National Center for Education Quality
As President and continuing board member, she established the institutional framework for education quality assurance across the UAE's public and private sectors. Her work ensured rigorous benchmarking of educational outcomes against international standards, improving accountability and continuous improvement in the nation's K–12 and higher education systems.
Secretary General — Education & Human Resources Council (Former)
In this executive leadership role, she coordinated cross-ministerial education strategies, brought together stakeholders from government, academia, and the private sector, and ensured policy coherence across the UAE's fragmented education landscape. Her tenure was marked by the introduction of evidence-based policy reviews and data-driven decision-making in curriculum reform.
