At the heart of H.E. Shamma Al Mazrui's ministerial mandate is the National Policy for Empowering People of Determination — a comprehensive framework that ensures individuals with disabilities are not merely accommodated, but genuinely empowered to participate in, contribute to, and benefit from every aspect of society.

The policy represents a paradigm shift from assistance-based models to one of rights-based empowerment — aligning the UAE with the highest international standards set by the UN Convention on the Rights of Persons with Disabilities.
